Description
The U.S. Department of State is seeking a contractor to provide comprehensive group health and life insurance services for approximately 209 locally employed staff and eligible dependents at U.S. Embassy Lisbon and U.S. Consulate Ponta Delgada, Azores. The required commercially available plan must supplement Portugal’s national healthcare system and include inpatient and outpatient care, emergency services, obstetric and newborn care, prescription drugs, preventive and chronic disease care, optical, dental, orthodontia, mental health and substance abuse care, rehabilitative services, HIV/AIDS benefits, and medical evacuation support. The contractor must provide claims administration, reimbursement processing, provider-network management, direct billing arrangements, beneficiary self-service technology, in-person informational sessions, multilingual support in English and Portuguese, and 24/7 emergency coordination for medical evacuation. The solicitation seeks a fixed-price IDIQ contract with a one-year base period and four one-year option periods, with a possible six-month extension. Quotations must include pricing, representations and certifications, mandatory licensing and authorization evidence, proof of active SAM registration, applicable tax documentation, organizational and technical approach, staffing approach, and at least three comparable projects completed within the past five years. The contractor must be authorized to provide health insurance services in Portugal and maintain, or establish before performance, an operational presence there.
