Description
The U.S. Embassy Kuala Lumpur is seeking a contractor to provide health insurance coverage and related administration for locally employed staff and eligible dependents in Malaysia. The required plan must meet specified minimum benefit levels for hospitalization, emergency and outpatient services, obstetric and newborn care, pediatric services, prescription drugs, preventive care, dental, optical, hearing, reproductive health, mental health, rehabilitative services, and HIV/AIDS treatment. The solicitation encourages off-the-shelf plans and requires coverage administration, claims processing and reimbursement, employee support, reporting, and provision of benefit brochures. The contract is a requirements-type, fixed-price contract with economic price adjustment, consisting of a one-year base period beginning April 1, 2027, plus four one-year option periods. Estimated enrollment includes 66 self-only participants, 36 self-plus-one participants, and 137 family-plan participants. The contractor must be authorized to provide health insurance in Malaysia, maintain claims and participant records, provide monthly claims reports, and submit a technical proposal describing plan administration, claims procedures, coverage pools, experience, and past performance.
