Description
The Lehigh and Northampton Transportation Authority is seeking one qualified insurance broker to assist with developing, placing, and managing its employee health and welfare benefits program. Required services include strategic planning; financial underwriting and claims analysis; renewal analysis and negotiations; budget projections; plan-design and network evaluation; preparation and marketing of insurance requests for proposals; coverage recommendations; carrier and vendor management; employee communications and open-enrollment support; COBRA, HIPAA, Department of Labor, and ERISA compliance assistance; legislative updates; and technical support. The benefits program includes medical, dental, vision, prescription, flexible spending account, 457(b), short- and long-term disability, life, retiree life, and employee assistance program coverage. The broker must be authorized to do business in Pennsylvania, and the proposed account manager must hold a current Pennsylvania insurance license. Proposals must address qualifications, personnel, service approach, fixed annual fees for each of three years, references, exceptions, and required certifications. The initial contract term is April 1, 2027, through March 31, 2030, with two optional one-year extensions.
