Description
The City of Joplin is soliciting proposals from an independent benefits consulting firm to provide ongoing consulting services for its employee health, dental, vision, life, disability, flexible spending, and employee assistance programs. Services include plan analysis and design recommendations, regulatory compliance support, provider and contract negotiations, annual budgeting and claims-trend analysis, wellness-program reporting, open-enrollment assistance, employee communications and education, annual IBNR reserve calculations, and participation in designated City meetings. The consultant must not be directly affiliated with an insurance company, third-party administrator, or provider network, and compensation must be limited to negotiated fees rather than commissions. The consultant must also develop, execute, and evaluate a future provider RFP for the City's health, dental, vision, and life insurance programs in 2030, assess self-funding options, and help finalize and communicate any resulting changes before January 1, 2031. The proposal must include the firm's profile, organizational structure, key staff resumes, relevant experience and qualifications, at least five references, disclosures of insurance or brokerage relationships, pending claims, methodology, and a detailed fee schedule. The anticipated contract term is January 1, 2027, through December 31, 2031, consisting of a one-year contract with up to four one-year renewals.
