Description
Dutchess County Department of Community and Family Services is soliciting proposals from qualified nonprofit organizations holding 501(c)(3) status to provide non-residential domestic violence core services under 18 NYCRR Part 462. Proposals must address all six required service components: telephone hotline assistance, information and referral services, advocacy, counseling, community education and outreach, and selective supportive services such as child care, support groups, and transportation. Services must be accessible to victims and their families regardless of financial eligibility and must address disability, language-access, cultural, and confidentiality requirements. The program is expected to target at least 1,000 domestic violence victims and provide services directly, with qualified staff and volunteers, during the contract period. Applicants must submit a detailed program narrative, implementation work plan, staffing information, references, organizational and financial documentation, and budgets for 2027 and 2028 using the provided Word and Excel templates. The County has allocated approximately $1,005,000 annually for these services, may make multiple awards, and may renew the contract for three additional one-year periods. Up to five percent of the annual budget may be tied to specified performance outcomes.
