REQUEST FOR PROPOSAL ONLINE PROPOSALS will be received by Spokane County, Washington, until 3:00 P.M., October 14, 2026 , at www.publicpurchase.com RFP NO. 26-10935 THIS INVITATION for proposal is for Spokane County BECCA Youth and Family Counselor THE BOARD hereby notifies all bidders that no person or organization shall be discriminated against on the basis of race, religion, color, age, sex, sexual orientation or national origin in consideration for an award issued pursuant to this advertisement. Additionally, minority business enterprises are encouraged to submit bids in response to this invitation. THE BOARD reserves the right to reject any or all proposals, portion or parts thereof, and to waive all minor irregularities in bidding. COPIES of the Request for Proposal (RFP) document are only available electronically and can be downloaded from www.publicpurchase.com. SUBMITTALS should follow the format outlined in the request for bid document on www.publicpurchase.com. QUESTIONS regarding the proposal process shall be submitted via www.publicpurchase.com. Spokane County Purchasing will respond to questions via www.publicpurchase.com, thus providing all questions and answers to all prospective proposals. Description
Spokane County Juvenile Court Services is seeking qualified providers to deliver culturally responsive, trauma-informed counseling for youth and families involved in At-Risk Youth, Child in Need of Services, truancy, and other BECCA-related programs. Services include therapeutic assessments, treatment planning, conflict resolution, communication coaching, healthy-boundary development, behavior management, exploration of underlying causes of behavior or school avoidance, and support for emotional regulation and problem-solving. Providers may deliver up to 10 sessions per case, with additional sessions requiring approval. Sessions should occur weekly when possible, with flexibility for evenings, weekends, and in-home visits. The provider must complete initial intake within 10 working days of referral when feasible, communicate regularly with probation counselors and case managers, provide weekly updates, submit monthly progress reports and case summaries with invoices, and maintain accurate session records. Proposals are evaluated on qualifications, Washington licensure, relevant youth and family counseling experience, trauma-informed practices, service-delivery approach, program management, reporting, references, and cost. The provider must have at least a bachelor's degree in counseling, social work, psychology, or a closely related behavioral health field and current Washington licensure as an LPC, LMFT, or similar credential.
