Butte County Department of Employment and Social Services, Housing & Homeless, is soliciting proposals for Homeless Housing, Assistance and Prevention (HHAP) Round 6 services for fiscal years 2026/27 through 2028/29. Eligible activities include rapid rehousing; operating subsidies for permanent housing; permanent housing services and service coordination; homelessness prevention and diversion; operating expenses for interim housing; and services and service coordination for interim housing. Proposed services should be housing-focused, Housing First compliant, trauma-informed, culturally responsive, and coordinated with the local Coordinated Entry System. Respondents must address measurable outcomes related to reducing homelessness, increasing access to permanent housing, and reducing disparities. The solicitation provides projected funding of $2,670,000 across the eligible-use categories and anticipates one or more reimbursement-based contracts for a two-year-and-six-month period from January 2027 through June 2029. Proposals must include a program narrative, draft scope of work, legal-entity documentation, audited and current financial statements, experience and reference information, organizational charts, working-capital evidence, a line-item budget and budget narrative, key-personnel qualifications, insurance evidence, and required certifications. The proposal narrative is limited to five single-spaced pages, excluding attachments.
