Description
The City of Westminster is soliciting proposals for on-call unhoused encampment abatement and general cleanup services. Work may include site surveying, debris collection, dismantling and removal of temporary structures, trash and human-waste removal, hazardous-material handling, biohazard cleanup, transportation, and disposal at approved permitted facilities. Contractors must provide all labor, supervision, equipment, vehicles, protective gear, materials, training, licenses, and permits, and must be capable of handling emergency cleanup requests 24 hours per day, seven days per week, with a two-hour emergency response capability. Routine work must be scheduled within two weeks of notice and completed within 48 hours after scheduling. Services may involve confined-space entry, heavy equipment, contaminated and medical waste, syringes, chemical hazards, and other materials associated with encampments and illegal dumping. Proposals must address qualifications and experience, key personnel, methodology and approach, hazardous-waste disposal procedures, personal protective equipment, available equipment, subcontracting, licenses and certifications, insurance, and pricing. The response must include three similar projects completed within the last five years, with owner references and contact information. Pricing must include a completed Exhibit B fee schedule and a separate Microsoft Excel fee schedule for additional costs. The initial contract term is one year with four one-year renewal options.
