Description
The U.S. Fish and Wildlife Service seeks a contractor to remove debris from three vacated homeless encampment sites at Cape May National Wildlife Refuge. Work includes site assessment; removal and disposal of trash, personal items, furniture, hazardous materials, regulated medical waste, electronic waste, batteries, pressurized gas containers, fuels, and human waste; debris sorting; recycling where feasible; dumpster provision; transportation; and decontamination using EPA-registered disinfectants or enzymes. The contractor must provide all labor, equipment, materials, supplies, and transportation; comply with applicable OSHA, EPA, NJDEP, RCRA, and local requirements; obtain necessary approvals; provide disposal receipts, manifests, recycling documentation, safety-training documentation, product information, and a closeout report; and submit a work plan identifying travel routes, dumpster staging areas, and equipment use. The procurement is a firm-fixed-price commercial order with one base item for Site 1 cleanup and two additive alternatives for Sites 1a and 2. Technical experience and past performance are more important than price, and the completed provided Past Performance Survey is required with the quote.
