Description
The project consists of complete demolition and hazardous-materials abatement of the existing 80,500-square-foot concrete lift-slab building with post-tensioned slabs at American River College. Work includes removal of interior and exterior improvements, hardscapes, foundations, mechanical, plumbing, electrical, and other building systems; rerouting, disconnecting, capping, or removing site utilities; controlled debris removal and disposal; recycling and salvage; erosion and stormwater controls; and site grading. The contractor must provide demolition sequencing, temporary shoring, dust and noise controls, protection for adjacent occupied facilities, and a demolition plan stamped by a California-licensed civil or structural engineer. The procurement uses two phases. Phase 1 requires a completed asbestos-abatement contractor prequalification questionnaire and supporting documentation, including California C-21 and C-22 licenses, asbestos and lead-abatement certifications, DOSH registration, training records, relevant public-agency project experience, financial statements, bonding capacity, insurance, safety history, and legal/performance history. Only approved proposers may participate in Phase 2 and submit the formal lump-sum bid. The estimated construction cost is $4,600,000, the contract duration is 330 calendar days from the Notice to Proceed, and major ground-level hard demolition is restricted to May 20 through August 20, 2027.
