Description

The City of Arvada is soliciting comprehensive banking and treasury management services from qualified banking institutions. Required services include account and depository services; collateralization of deposits under Colorado law; zero-balance accounts; controlled disbursement; Payee Name Positive Pay and other fraud-prevention controls; ACH origination, processing, reporting, and returns; domestic wire and internal funds transfers; electronic deposit and image processing; online information reporting and reconciliation; account statements; secure online banking; virtual lockbox; remote deposit capture; cash vault and armored-car services; and virtual card payments. Merchant services, merchant acquiring, and commercial or purchasing card issuance are excluded from the scope. The selected bank must support the City's Workday financial-system integration through automated host-to-host connectivity and SFTP, and provide implementation, transition, training, customer support, security, compliance, business continuity, and disaster recovery capabilities. The current banking contract expires January 1, 2027, and the incumbent is JPMorgan. The City reports approximately $7.86 million in average combined ledger balances, a $2 million PEG balance, and four remote-capture scanner locations. Proposals must address the updated Workbook 2, Workbook 3 pricing, required vendor and performance-measures forms, implementation information, references, and supporting documentation. Addendum 3 adds the City's May, June, and July 2026 financial statements and a lockbox coupon document. Proposals are due September 22, 2026, at 2:00 PM Mountain Time.
