Description
The City of Oxnard is seeking a qualified, California-licensed third-party administrator to manage all existing workers' compensation claims and new claims for its self-insured program. The scope includes dedicated claims staffing and adjusting, claim intake and compensability determinations, payment and reserve administration, medical bill review, utilization review, medical provider network and managed care services, nurse case management, Medicare reporting, subrogation, excess-coverage reporting, litigation coordination, return-to-work support, loss runs, financial reporting, and risk-management information-system access and reporting. The selected contractor must support transition of prior loss data and begin contract work on July 1, 2027. Proposals must address company experience, approach, comparable projects, key personnel, staffing, transition, references, reporting and performance measurement, and detailed pricing for run-off and new claims. The initial five-year performance period runs from July 1, 2027, through June 30, 2032, with no option periods stated.
