Description
The California Department of Veterans Affairs seeks services for the Veterans Home of California–Ventura, including development and implementation of a comprehensive Legionella and waterborne-pathogen Water Management Plan, system descriptions and flow diagrams, risk assessments, monitoring protocols, staff training, quarterly sampling coordination, laboratory testing, reporting, follow-up sampling, and authorized remediation. The contractor must provide qualified personnel, sampling materials, chain-of-custody documentation, laboratory coordination, reports, chemicals, equipment, and other necessary resources. Legionella testing must be performed by a qualified California laboratory participating satisfactorily in the CDC Environmental Legionella Isolation Techniques Evaluation Program. The contractor must have completed at least three comparable water management plan projects for healthcare, hospital, skilled nursing, or similar institutional facilities within the last five years. Remediation may include flushing, hyperchlorination or other approved disinfection, shock treatment, follow-up testing, technical support, and corrective-action reporting. The solicitation estimates a 12-sample quarterly program, 12 follow-up sampling events, and three remediation responses; chemical costs are reimbursable up to a stated $60,000 allowance and are excluded from the evaluated basis of award. The agreement term is October 1, 2026, or upon Department of General Services approval, whichever is later, through September 30, 2029. The bid must include the completed and signed rate sheet and the documents identified in the bidder checklist.
