Description
San Buenaventura Housing Authority is requesting proposals from qualified individuals or firms to provide independent inspection services for its Project-Based Voucher Program. The contractor will perform initial, annual or biennial, re-inspection, special, complaint, and quality-control inspections in accordance with HUD Housing Quality Standards, the National Standards for the Physical Inspection of Real Estate, and future HUD inspection guidance. The scope includes scheduling inspections; coordinating with property managers, owners, and residents; documenting deficiencies, corrective actions, photographs, and inspection results; identifying urgent health and safety conditions; entering results into Ventura Housing's Yardi Voyager system using the Yardi Inspection Mobile application; and providing monthly performance reports. Inspectors must maintain required HUD certifications, valid driver's licenses, reliable transportation, vehicle insurance, and proficiency with the required inspection technology. The initial term is three years, with up to two additional one-year options. Proposals must include the firm's approach, technology capabilities, pricing, experience, at least three similar references from the past five years, and applicable diversity certifications or statuses.
