Description
The Blanchard/Santa Paula Library District seeks a qualified commercial plumbing or sanitary sewer firm to investigate and assess the existing sanitary sewer system serving Blanchard Community Library. The work includes reviewing historical plans, inspection footage, and maintenance records; identifying accessible inspection points; performing CCTV inspection; documenting pipe materials, defects, sags, low areas, connections, and inspection limitations; and locating inspected piping and significant defects. The contractor must provide labeled inspection videos, inspection logs, an annotated plan or diagram, and a written assessment addressing pipe condition, likely causes of recurring blockages, maintenance considerations, corrective-action alternatives, anticipated operational impacts, additional investigation needs, and conceptual cost ranges. The proposal must describe firm qualifications, at least three relevant projects completed within the past five years with reference contacts, the proposed scope and deliverables, project personnel, schedule, operational impacts, a not-to-exceed fee with cost breakdown, and any optional services. Repair, rehabilitation, replacement, excavation, and destructive investigation are outside the authorized assessment scope and would require separate authorization and procurement.
