Description
The City of Oxnard is soliciting an on-call contractor to provide comprehensive locksmith services at City-owned and operated facilities. The scope includes evaluating, installing, maintaining, repairing, replacing, and rekeying doors, gates, locks, locking devices, panic and fire-rated exit devices, door and gate closures, safes, vaults, and master key systems. Services also include unlocking buildings and City vehicles, key cutting and duplication, emergency locksmith response, and related labor, equipment, materials, transportation, and incidentals. Automotive and vehicle locksmith services are preferred but optional and may include work on passenger, commercial, fleet, emergency-response, and specialty vehicles. The contractor must hold a California C-28 Lock and Security Equipment contractor license, a California BSIS locksmith license, and current DIR public-works registration. The contractor must be authorized by applicable manufacturers to work with the City's existing ASSA, Allegion, Dormakaba, and proprietary or restricted keyway systems. The resulting agreement has a one-year base term beginning December 14, 2026, or upon execution, whichever is later, with up to two additional one-year option periods. Work is issued through task orders or purchase orders, and pricing is submitted for scheduled and urgent services for each contract period.
