Description
The County of Santa Barbara is soliciting proposals from qualified independent contractors to implement Workday Human Capital Management and Payroll. The scope includes human resources management, workforce management, onboarding, talent and performance management, benefits administration, compensation, absence management, employee and manager self-service, time tracking, payroll processing, payroll reporting, and related integrations. The selected implementer will provide project management, solution design, configuration, integration development, data conversion and migration, custom reporting, testing, knowledge transfer, organizational change management, end-user training, and at least 90 days of post-go-live support. The proposal must address complex public-sector payroll requirements, including alternative work schedules, FLSA Section 7(k) work periods, biweekly payroll, benefits and deduction processing, data security, and integration with existing County applications. The County expects a February 2027 project initiation and implementation completion in July 2028, with a detailed implementation schedule and a recommended quarterly go-live window.
