Description
The City of Hanford is seeking a consultant to provide right-of-way appraisal services for three properties required for the installation of a traffic signal at 9th Avenue and E. Lacey Boulevard. The scope includes full appraisal reports for three properties, appraisal review of those reports, and, where applicable, waiver valuations and coordination of property acquisition under the Caltrans waiver valuation process. Separate agreements may be awarded for appraisal, acquisition, and appraisal review services. The consultant must be properly licensed in California and comply with applicable federal and state requirements, including federal funding rules, Caltrans right-of-way procedures, prevailing-wage requirements for applicable field survey work, and insurance requirements. Proposals must describe the firm's approach, schedule, key personnel, qualifications, comparable experience, references, subcontractors, conflicts of interest, and fee structure. The fee proposal must be submitted separately, and deliverables must be provided in both hard-copy and electronic formats. The project schedule calls for work to begin in December 2026, with property purchases targeted for completion by the end of December 2026 if possible.
