Description
The Housing Authority is seeking multiple qualified real property appraisal firms or individuals to provide professional services on an as-needed, task-order basis. The scope includes complete appraisals, appraisal and desk reviews, valuation analyses, acquisition-related valuation services, appraisal updates and recertifications, rent comparability and market rent analyses, and related consulting assignments. Assignments may support affordable housing development, acquisition, rehabilitation, new construction, adaptive reuse, disposition, ground leasing, refinancing, grant or loan underwriting, and other real estate transactions. Appraisals must comply with applicable laws and program requirements, USPAP, California licensing requirements, and specified HUD, URA, CTCAC/LIHTC, HOME, CDBG, and other funding requirements. Proposals must demonstrate capabilities, managerial and financial capacity, relevant personnel qualifications, and at least three similar client references. Multiple contracts may be awarded, with work ordered as needed and no guaranteed minimum quantity or dollar value.
