Description
The City of Pensacola Housing Department is soliciting proposals from qualified, licensed, and insured professional real estate appraisers to provide as-needed appraisal services for properties participating in the Community Development Block Grant, Community Development Block Grant–Disaster Recovery, HOME Investment Partnerships, and State Housing Initiatives Partnership programs, as well as for vacant or undeveloped parcels. Assignments may vary in site conditions, size, and complexity, and properties may require substantial rehabilitation or replacement. The agreement is non-exclusive, and the City may award multiple contracts or reject all responses. Appraisals may require current “as-is” and “after-rehabilitation” valuations, use of Standard Fannie Mae Form 1004 or an appropriate equivalent, detailed property and title information, applicable valuation approaches, at least three comparable sales, and a signed appraisal stating the effective valuation date. Proposals must include fees, completion timelines, qualifications and Florida licenses, references for at least two similar projects, redacted samples of completed residential and vacant-or-undeveloped-parcel appraisals, and required City forms. Required insurance includes workers’ compensation, employers liability, commercial general liability, automobile liability, professional liability, and umbrella liability coverage.
