Legal Notice # 21945014 REQUEST FOR QUALIFICATIONS APPRAISERS The Town of Hempstead Department of Planning and Economic Development is requesting a proposal for an Appraiser to provide complete appraisal reports relative to the implementation of ongoing and proposed community development projects. The selected appraisers will be called upon to appraise single- family residences, commercial buildings/commercial-residential units, as well as vacant properties. On occasion, the appraiser may be called upon to prepare or review appraisal reports. The Department needs professional services of an appraiser on a continuing basis: When we are involved in a condemnation proceeding, the appraiser may be requested to testify at a hearing in court on behalf of the Department of Planning & Economic Development. Professional services requested would be itemized and billed as services rendered. The Assignments the selected firm(s) may be called to perform include but are not limited to for the Department to select the most qualified appraiser, the following information is required as part of the selection process: 1. Name and address of organization Name(s) of principal(s) Number of professional staff 2. Specific staff available to the Department 3. List of applicable work experience in the Town of Hempstead, Nassau County and elsewhere 4. Proof of NYS certification as a General Appraiser 5. Examples of work products 6. Average "turn around" time of Appraisal Reports 7. Costs: Hourly rates & estimates of costs for different types of property 8. Professional references The appraisers selected will have contracts for one (1) year, upon approval by the Town Board. The contract will include an option for the Town, in its sole discretion, to extend said contract for an additional year. The option shall not be deemed a renewal or extension, but a part of the original contract, after review of the appraisers' performance. All submissions will be the property of the Town and are subject to public disclosure to the extent of the New York State Freedom of Information Law (FOIL). The Town reserves the right to reject any or all proposals and request further information from respondents. Four (4) copies of your proposals are to be received at 200 N. Franklin Street, Hempstead, NY 11550 no later than 4:00 P.M. on Friday October 16, 2026. The following information shall be included in the proposal to be considered: 1) Name of the organization with names and address of all principals. 2) Specific staff available along with resumes 3) Fee schedule Note: Multiplier must be included in the fee schedule. 4) List of applicable work experience within the Nassau and Suffolk Counties and references. Description

Services will be itemized and billed as rendered. Respondents must provide organizational and principal information, available staff and resumes, applicable work experience, examples of work products, appraisal-report turnaround times, professional references, and a fee schedule including hourly rates, estimated costs by property type, and a multiplier. Proof of New York State certification as a General Appraiser is required. The anticipated contract term is one year, with an option for the Town to extend it for one additional year. Minority- and women-owned businesses are encouraged to apply.
