Description
The Federal Highway Administration is conducting a sources-sought market survey for an anticipated contract supporting the Build America Bureau. The anticipated requirement covers independent appraisal and valuation services across transportation, transit-oriented development, multifamily, mixed-use, commercial, industrial, aviation, ports, rail, and other infrastructure-related asset classes throughout the United States. Potential task areas include pre-closing appraisal review and technical due diligence; comprehensive USPAP-compliant appraisal reports; market, feasibility, absorption, and rent comparability studies; post-closing portfolio reappraisals and monitoring; and programmatic guidance. Appraisals may need to provide as-is, as-complete, as-stabilized, market, and net liquidation value conclusions, with support throughout the loan lifecycle. Respondents must describe relevant lending-purpose appraisal experience, product and geographic capabilities, capacity, appraisal-review expertise, and proposed subcontracting approach. Responses are limited to seven pages excluding the cover page, table of contents, acronym list, and separately submitted questions; the technical experience section is limited to two pages and feedback on acquisition strategy is limited to five pages.
