Description
The Louisiana Coastal Protection and Restoration Authority is seeking one or more certified appraisers to provide as-needed, task-order appraisal services for privately owned real property, land and improvements, surface easements, rights-of-way, and oyster leases and improvements affected by coastal protection, conservation, and restoration projects. Appraisals must be self-contained narrative reports conforming to the Uniform Standards of Professional Appraisal Practice and applicable Louisiana oyster lease acquisition requirements. Services may include appraisal updates and expert witness testimony. The contract is anticipated to run from January 1, 2027, through December 31, 2029, with a maximum term of 36 months. Proposers must provide qualified general real estate and oyster lease appraisers, submit technical and cost proposals, provide required hourly rates, and demonstrate relevant experience, staffing, methodology, financial capability, and required insurance. The solicitation permits subcontractors and contemplates multiple awards and task orders. Addendum I revises the proposal deadline to October 28, 2026, at 3:00 PM CST; the original RFP and presentation also contain an earlier October 23 deadline, so the addendum controls. The addendum confirms that proposals must be delivered in hard copy to the RFP Coordinator and that fax and email submissions are not accepted.
