Description

Hidalgo County Health and Human Services Department is seeking an experienced online pharmacy billing services company for qualified clients of its Indigent Health Care Level 2 Program, Indigent Health Care Program, and other county-administered indigent programs. The contractor must provide an online pharmacy claims-billing system, real-time eligibility management, electronic eligibility-file loading within 24 hours, pharmacy network maintenance, a cost-effective drug formulary, generic-only controls with brand-drug override capability, prescription and per-drug monthly limits, customer service, electronic billing interfaces, and real-time reporting. The contractor must provide prescription discounts beginning at AWP less 50% of net cost for generic drugs and 15% for brand drugs, remit pharmaceutical rebates to the County, and furnish biweekly, monthly, quarterly, and annual utilization and expenditure reports, including covered-lives data and potential cost savings. The initial contract term is one year, with two additional one-year extension options and a possible 60-day grace period. Fee schedules are not requested at this stage; fees will be negotiated based on the scope of work. References and a response addressing the stated evaluation criteria are required, and any proposed third-party administrator or subcontractor agreements must be included.
