Description

The U.S. Department of Agriculture, Animal and Plant Health Inspection Service, is seeking one or more contractors under a hybrid time-and-materials and firm-fixed-price IDIQ contract to provide aircraft, qualified crews, and operational support for New World screwworm eradication and prevention. The scope includes aerial release of sterilized screwworm insects over designated treatment areas and air transportation of sterile pupae from production facilities in Panama to designated dispersal locations, including Texas and other locations identified by the Government. Contractors may propose aerial release services, transportation services, or both. Release contractors must provide suitable fixed-wing aircraft, qualified pilots and dispersers, aircraft modifications for Government-furnished insect release equipment, flight guidance and logging systems, maintenance, safety management, licenses and permits, and daily operational support. Transportation contractors must provide fixed-wing aircraft and qualified pilots capable of transporting at least 48 pupae coolers per trip, along with chain-of-custody management, customs-clearance support, environmental controls, cooler returns, and cross-border operations. Proposals must include a cover letter, signed SF 1449, completed pricing spreadsheet, technical proposal, SAM representations and certifications or proof of registration, and applicable specialized-experience questionnaires. The anticipated period is one base year plus four option years, with performance beginning December 15, 2026.
