Hidalgo County Head Start Program is soliciting proposals for group medical and pharmacy benefits for approximately 554 full-time employees eligible for health benefits. Respondents may propose fully insured medical plans, with an HMO base plan and PPO buy-up plan, or a level-funded arrangement integrating medical, pharmacy, and stop-loss coverage. Proposals may include alternative deductibles, copayments, coinsurance, and other plan designs, and must identify premiums or funding requirements, fees, commissions, credits, rate guarantees, provider and pharmacy networks, formulary and specialty-drug management, stop-loss terms, claims administration, customer service, care management, reporting, and performance guarantees. The selected provider must support implementation and transition from the existing self-funded plan, including Employee Navigator eligibility and EDI integration, accumulator transfers, continuity of care, prescription-drug transition, member communications, bilingual employee education, open enrollment, member identification cards, plan documents, and dedicated implementation support. Coverage is intended to begin January 1, 2027, with open enrollment anticipated in October 2026. The initial contract term is one year, with two additional one-year renewal options.
