Description

Edinburg Consolidated Independent School District is soliciting sealed proposals for stop-loss insurance supporting its self-funded employee health plans. The requested program includes specific and aggregate stop-loss coverage, with proposals addressing coverage amounts, benefit designs, claims reimbursement, exclusions and limitations, transplant coverage, renewal underwriting, trend factors, rate guarantees, and maximum specific and aggregate payout limits. Enrollment must be on a no-loss/no-gain basis; actively-at-work requirements must be waived; no participant may lose coverage because of a carrier change; and credit must be given for waiting periods, deductibles, and out-of-pocket limits already satisfied under the current plan. The current stop-loss arrangement is identified as Blue Cross Blue Shield coverage with a $350,000 specific deductible and a $165,000 aggregate deductible, while alternate deductibles may be proposed. The current rate is stated as $42.00 per employee per month, and the requested contract terms include 12/15 coverage. Proposers must be licensed in Texas, authorized to contract with Texas governmental subdivisions, have an A.M. Best rating of at least A with financial rating class V or better, and have at least 10 years of market experience. Proposals must include completed forms and questionnaires, qualifications, pricing, claims-administration and financial-stability information, five years of litigation history, and explanations of deviations. Evaluation weights are 60% total proposed price, 20% qualifications and experience, 10% support and services, and 10% other relevant factors; references from area public-entity clients and compatibility with District personnel and finance systems are also considered. Proposals must be submitted directly by vendors, net of agent or broker fees, and may not be faxed or emailed. The initial contract period is January 1, 2027, through December 31, 2027, with four additional one-year renewal options. Initial-year rates must be guaranteed, while later rates are subject to negotiation and District approval; multi-year guarantees, particularly a three-year guarantee, receive favorable consideration.
