Description
Hidalgo County Urban County Program seeks professional consulting services to develop a five-year Consolidated Plan and Strategy, FY 2028 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice for Hidalgo County and the cities of Edinburg, McAllen, and Mission. The work must comply with applicable U.S. Department of Housing and Urban Development requirements and include use of HUD’s IDIS and eCon Planning Suite systems. The scope includes process preparation, review of existing plans and citizen participation requirements, community needs and market assessments, data collection and analysis, mapping, bilingual surveys and outreach, community and stakeholder meetings, meeting minutes, fair housing analysis, strategic recommendations, draft and final planning documents, HUD submissions, completeness checklists, and a project document binder containing supporting data and consultation records. Final electronic documents must be ADA-compliant. The consultant must demonstrate relevant HUD planning experience, including prior Consolidated Plan or CDBG Action Plan work and IDIS experience, and must submit separate non-price and price proposals with detailed qualifications, approach, timeline, staffing, resources, references, and costs.
