Description
The Florida Department of Health is soliciting applications for the Targeted Outreach for Pregnant Women Act (TOPWA) program. Applicants must provide targeted outreach and education; pregnancy, HIV, hepatitis B, hepatitis C, and sexually transmitted infection screening and testing; prevention services; linkage to prenatal and HIV medical care; PrEP awareness and referrals; medication-assistance navigation; adherence and retention support; infant follow-up and testing; and essential-support referrals for pregnant and postpartum individuals. Funding may support outreach, screening and testing, prevention, referrals and linkage to care, administration, training, and evaluation, but may not be used for direct medical services, treatment, or ongoing patient care. Applicants must demonstrate capacity to provide the required testing services and prior experience serving the target population. Each application may propose up to one eligible service area and must demonstrate a qualifying physical office in that service area by the application deadline. Required application materials include a signed cover page, project summary and narrative, budget summary and narrative, organizational and nonprofit documentation, staffing and board information, work plan, funding sources form, and applicable partner or support letters. The required match is 25 percent of the requested funding, and applicants may request $125,000 to $175,000 annually. The three-year contract is funded through annual budget periods, with the first-year work plan covering January 1, 2027, through December 31, 2027.
