Description
The United States Postal Service is soliciting individuals—not companies or corporations with designated employees—to provide Final Agency Decision writing services for discrimination complaints and compensatory-damages claims. Writers must conduct legal research, analyze investigative records, apply federal EEO laws and regulations, and prepare decisions addressing specified procedural, factual, legal, analytical, relief, appeal-rights, and signature-block requirements. Merit and compensatory-damages decisions generally must be delivered electronically within 15 days of assignment, with revisions due within three days of receiving comments when required. Selected individuals will enter into Ordering Agreements under a fee-for-service arrangement; the agreement does not guarantee any orders or workload. The stated fees are $500 per merit FAD, $600 per consolidated FAD, and a $100 expedited-FAD incentive when approved by EEO management. Applicants must provide the required proposal documents, references, equipment, and availability information, and must successfully complete any required skills training, background check, drug screening, and sensitive security clearance process.
