Description
The City of Tampa is soliciting proposals from an independent, unbiased consultant to analyze and recommend improvements to its employee benefits and insurance programs serving approximately 2,900 full-time employees and approximately 600 retirees. Required services include health plan performance reviews, budget and incurred-but-not-reported reserve analysis, healthcare trust support, vendor and renewal evaluations, plan and contract reviews, regulatory filing assistance, wellness program evaluation, employee benefits communications, and support for the City's wellness centers. Optional services include medical plan clinical audits and pharmacy claims audits. The selected consultant must also provide dedicated Section 457(b) deferred compensation consulting, including plan governance, recordkeeper and vendor evaluations, investment lineup and fee monitoring, quarterly performance reporting, investment policy review, fiduciary recommendations, and committee meeting support. The contract term is three years from the effective date of award, with one additional three-year renewal available by mutual written agreement. Proposals must include completed Attachments C through E, a detailed technical response, references, required affidavits and certifications, subcontracting forms, a cost response, and other documents identified in the solicitation.
