Description
The County of San Diego is seeking providers for comprehensive perinatal outpatient substance use disorder services for pregnant or parenting women, women seeking gender-specific care, and eligible adolescent females. Required services include ASAM 1.0 outpatient and ASAM 2.1 intensive outpatient treatment, recovery services, medication for addiction treatment, assertive field-based outreach and treatment initiation, contingency management for stimulant use disorder, parenting education, childcare, therapeutic interventions for clients’ children, and coordination with housing and managed-care resources. Services must be delivered through Drug Medi-Cal-certified sites and include culturally responsive and linguistically appropriate care. Each lot covers a County region, with projected annual service levels including at least 240 unduplicated outpatient or intensive outpatient clients, 75 medication-for-addiction-treatment clients, 55 contingency-management clients, 100 open-access clinic clients, and 10 field-based outreach clients. Proposals must include program and implementation approaches, organizational experience and references, staffing and job descriptions, financial information, cultural and linguistic diversity planning, small-local-business utilization planning, required County forms, pricing, and acceptance of the County’s terms and insurance requirements. The solicitation anticipates a one-year initial term followed by four one-year options.
