Description
The County of San Diego is soliciting proposals for Drug Medi-Cal-certified perinatal outpatient substance use disorder services for pregnant or parenting women, women seeking gender-specific care, and eligible adolescent females. The scope includes ASAM 1.0 outpatient services, ASAM 2.1 intensive outpatient services, recovery services, medication for addiction treatment, assertive field-based initiation and treatment services, contingency management for stimulant use disorder, withdrawal-management screening, parenting education, childcare, therapeutic interventions for clients' children, and housing-resource coordination. Services must be culturally and linguistically responsive and include timely access, outreach, engagement, retention, reporting, quality assurance, and coordination with health plans and community partners. The County anticipates an initial one-year term with four one-year option periods and may award up to five contracts, one for each regional lot. Proposals must include program, implementation, organizational, staffing, experience, reference, financial, pricing, confidentiality, and acceptance-of-terms materials, along with required County forms and the attached cultural and linguistic diversity plan. The solicitation requires electronic proposal submission through BuyNet, with alternate front-desk delivery permitted only if electronic submission is unavailable. Proposals must be formatted as searchable PDFs where applicable, organized by exhibit, and signed with original handwritten signatures; electronic or digital signatures are not accepted.
