Description
Multnomah County is seeking qualified providers for alcohol and other drug withdrawal management services for adults aged 18 and older who reside in the county and are indigent, uninsured, underinsured, or at or below 200% of the federal poverty guidelines. Requested services include ambulatory withdrawal management with or without extended on-site monitoring (ASAM levels 1-WM and 2-WM), clinically managed residential withdrawal management (ASAM level 3.2-WM), and medically monitored inpatient withdrawal management (ASAM level 3.7-WM). Services may include medication, psychoeducation, individual and group therapy, biopsychosocial assessment, physical examination, treatment planning, transition planning, care coordination, and linkage to lower levels of care. Providers should address alcohol, opioids, stimulants, benzodiazepines, and other substances, including clients receiving medication-supported recovery and clients with co-occurring mental or physical health needs. The procurement establishes a pool of qualified vendors rather than guaranteeing a contract or funding allocation. Proposals must address program approach and capacity, service delivery, intake, transitions to lower levels of care, services to diverse communities, performance measurement, continuous quality improvement, environmental considerations, social equity, and economic impact. A proposal narrative is limited to 15 pages, and an estimated budget and cost justification must be submitted using the provided template. The resulting contract term is five years, approximately July 1, 2027, through June 30, 2032, with funding dependent on annual availability, service utilization, and allocation decisions.
