Description
The Federal Bureau of Prisons is seeking a single provider for Residential Reentry Center (RRC) services and Home Confinement services for male and female federal offenders in Pawtucket, Rhode Island. The RRC requirement includes a guaranteed minimum of 8 male beds and an estimated maximum of 20 beds, including 18 male and 2 female beds. Home Confinement includes a guaranteed minimum of 3 placements and an estimated maximum of 8 combined male and female placements within a 100-mile radius of the RRC facility. The contract will be a firm-fixed-price, indefinite-delivery/indefinite-quantity services contract with a one-year base period and four one-year option periods, plus a potential six-month extension under FAR 52.217-8. The contractor must provide comprehensive facility operations, resident accountability and security, case management, employment assistance, reentry programming, home-confinement monitoring, food and medical-support coordination, staffing, community relations, and compliance with the Federal Bureau of Prisons Statement of Work, “Residential Reentry Center, March 2022.” The Government intends to award both line items to one provider. Proposals must include separate technical/management, business, and past-performance volumes, with detailed plans and supporting site, zoning, community-notification, environmental, facility, staffing, and compliance documentation.
