Description
The Massachusetts Department of Conservation and Recreation is soliciting a contractor to install new and maintain existing water and sewer infrastructure, including emergency-related work, throughout DCR properties in Berkshire, Franklin, Hampshire, Hampden, and Worcester Counties. Work will be performed through individual site-specific quotes authorized by the Department, with pipe materials and sizes subject to DCR Engineer approval. The contractor may also be required to provide as-built sketches within 14 days after individual project completion and respond to emergency repair notifications within four hours. The contract has an estimated project cost of $1,500,000 and a 1,095-calendar-day completion period beginning with the Notice to Proceed. Bidders must be pre-qualified by the Massachusetts Department of Transportation Highway Division in Sewer and Water before bid opening. The solicitation requires 10% MBE, 14% WBE, and 3% VOBE participation, along with local minority and women workforce utilization goals of 15.3% and 6.9%, respectively. A 5% bid deposit is required, and the successful contractor must provide performance and payment bonds, insurance, prevailing-wage compliance, and at least 51% self-performance by its own workforce.
