Description
The Massachusetts Executive Office of Aging & Independence seeks a single contractor to design, implement, and continuously improve a statewide workforce enhancement initiative initially focused on the Adult Protective Services Network. Required services include evidence-informed training on de-escalation, crisis response, worker safety, resiliency, and mental wellbeing; skill reinforcement, coaching, supervisory support, and technical assistance; interdisciplinary collaboration with public safety, healthcare, behavioral health, disability, veteran, state, and community partners; workforce research and evaluation; project management; reporting; and a scalable model that can expand to additional designated workforces. The bidder must submit programmatic, business, and cost responses through COMMBUYS. The response must include a Year One approach, growth and scalability plan, research and evaluation approach, staffing and project-management plan, detailed Year One budget, conceptual Year Two and Year Three growth budgets, required Commonwealth forms, a Supplier Diversity Program commitment of at least 1%, and at least one customer reference from the past ten years. The estimated total procurement value, including all renewal options, is $2,750,000; the initial term is two years and six months with three potential one-year renewal options.
