Description
The City of Providence Department of Planning & Development seeks a qualified placemaking and engineering consultant to redesign the Clemence Street and Middle Street alleyways in Downtown Providence. The scope includes site assessments and surveying; utility, ADA, environmental, historical, and stormwater investigations; community and property-owner engagement; conceptual and urban design; preliminary, final, and PS&E design; permitting; construction documents; cost estimates; and advertising and post-design services. The project is intended to transform underused service corridors into safe, accessible public spaces supporting pedestrians, bicyclists, adjacent businesses, residents, and visitors. Potential improvements include pedestrian and decorative lighting, surface and drainage improvements, wayfinding, landscaping, green infrastructure, low-impact development, traffic reduction strategies, and other urban design elements. The consultant must provide multilingual public engagement in English and Spanish, meeting materials and minutes, design alternatives and visualizations, a temporary demonstration project, construction observation, resident engineering, bid-phase support, and responses to contractor questions and submittals. Initial submissions must include a signed cover letter, the required City forms, a Statement of Bidder's Qualifications with project history, and references.
