Description
The Rhode Island Executive Office of Health and Human Services, through the Division of Purchases, is soliciting proposals from qualified managed care organizations to administer the RIte Smiles 4-All Medicaid managed dental program statewide. The selected contractor(s) will provide or arrange comprehensive dental services for eligible children, adults, and adults with special health care needs under a prepaid, capitated, risk-bearing arrangement. Responsibilities include dental plan administration, provider-network development, enrollment support, member services, care coordination and case management, utilization management, quality improvement, program integrity, claims and encounter-data reporting, grievances and appeals, and financial and compliance operations. The solicitation anticipates selecting up to three qualified bidders. The initial contract period is three years, from July 1, 2027, through June 30, 2030, with up to three additional 12-month renewal periods. Capitation rates are established by the State, and no cost proposal is required. Proposals must include mandatory qualification documentation, a business proposal, a technical proposal, appendices, provider letters of intent, and required attestations and forms. The submission package must be organized into separate searchable PDF files for qualifications, business proposal, technical proposal, and appendices, with a combined business and technical proposal limit of 250 pages.
