Description

The Massachusetts Bay Transportation Authority is soliciting Statements of Qualifications from consulting firms for design services supporting modernization of the Blue Line signal system. The preliminary design scope includes block designs, control lines, future infrastructure locations, route and aspect charts, safe braking and headway analysis, vehicle modeling with cab-signal interactions, point-to-point cable plans, typical details for switch machines and field signal devices, and analysis and recommendations for equipment-room locations. The work is organized into program management and general administration, Phase 1 preliminary design and bid-phase services—including pre-design, validation of the basis of design and requirements, and 15% and 30% design—and Phase 2 construction-phase and technical advisory services. The Project Manager must be a registered electrical engineer with at least 15 years of project-management experience, systems-integration and audio-frequency cab-signaling experience, and familiarity with MBTA systems and procedures. Submissions must include SF 330 qualification questionnaires for all proposed team members and subcontractors, a completed Bidder Form for each prime and subcontractor, valid UEIs for proposed firms, and specified team, personnel, project-experience, and resource information. The solicitation states that this is not a Request for Proposal; shortlisted firms may later be asked to submit proposals and participate in interviews.
