Description
The City of Worcester Division of Public Health is seeking a consultant to review and update municipal-level All-Hazards Public Health Response Plan Frameworks for up to 45 communities in the Region 2 Health and Medical Coordinating Coalition and Public Health Emergency Preparedness coalition. The work includes gathering information from each community, updating hazards, demographics, at-risk populations, emergency contacts, declarations, response partners, volunteer coordination, roles and responsibilities, health and safety programs, succession planning, resource requests, public messaging procedures, critical infrastructure, emergency support partners, mutual aid partners, and organizational charts. The contractor must contact each community using at least two emails, one phone call, and one alternate-contact call by December 31, 2026; meet with each community at least twice; review after-action reports and improvement plans; identify two mitigation gaps per community; align the Frameworks with regional plans and policies; and participate in monthly coalition, contractor, and state meetings. Deliverables include community contact lists, updated Frameworks, monthly contact and progress reports, invoices, and potentially one or two additional approximately 10-page annexes. Proposals must include a firm narrative and project plan, at least two professional references, ICS 100/200 and NIMS 700 certificates, a resume, and an original 1–2-page writing sample. Artificial intelligence may not be used to create proposal materials or update the Frameworks.
