Description
The West Contra Costa Transportation Commission seeks a qualified web agency or consultant to redesign, rebuild, or substantially modernize its public website. The work includes refreshing the design, navigation, information architecture, and mobile experience; recommending and implementing an accessible, widely adopted CMS such as WordPress; migrating selected pages and documents; and providing a practical approach for remediating high-traffic PDF documents and improving future document accessibility. The selected firm must bring the site’s key templates into WCAG 2.1 Level AA conformance through automated and manual accessibility testing, including screen-reader and keyboard-navigation checks. The scope also includes pre-launch quality assurance, one staff training session covering routine editing and accessibility basics, and a short maintenance guide. The base project has a firm $22,000 budget ceiling and an estimated three- to six-month timeline from notice to proceed; optional maintenance, hosting management, and future accessibility support may be quoted separately. Proposals should generally be limited to five to eight pages, excluding resumes and work samples, and include a cover letter, firm and team qualifications, technical approach, schedule, itemized pricing, at least two comparable references, sample accessible website work, and confirmation of willingness to accept the agency’s Standard Consulting Services Agreement.
