Description
The West Contra Costa Transportation Commission seeks a qualified firm to redesign, rebuild, or substantially modernize its public website and bring key templates into WCAG 2.1 Level AA conformance. The lean, budget-conscious scope includes discovery and accessibility auditing; design and information-architecture improvements; implementation of an accessible, preferably widely adopted CMS such as WordPress; migration of a pruned content set; an accessible workflow for PDFs and attachments; pre-launch automated and manual accessibility testing; one staff training session; and a short maintenance guide. The approach should use an established accessible theme or starter template, or lightly modernize the existing platform, rather than create a fully custom site. The proposal must address the recommended CMS and vendor independence, accessibility expertise, relevant public-agency experience, project schedule, itemized pricing, references from at least two comparable projects completed within the past five years, accessible website samples, assigned staff qualifications, and willingness to accept the buyer's Standard Consulting Services Agreement. The base project budget is capped at $22,000 and covers discovery, design, build, migration, testing, and training; optional post-launch maintenance, hosting management, and accessibility support may be priced separately.
