Description
The New Jersey Department of Transportation is soliciting technical proposals through a one-step procurement process for NBIS bridge inspection and structural evaluation services under Structural Evaluation, Level of Service I-1. Twenty project selections will be made, covering groups of state, county, local, and NJ Transit orphan bridges in Hunterdon, Middlesex, Monmouth, Passaic, Sussex, and Warren Counties, as well as state bridges throughout New Jersey. The work includes initial, routine, underwater, NSTM, special/interim, in-depth, damage, scour-monitoring, and service inspections as applicable; condition assessments; load ratings; critical-finding notifications; streambed soundings; clearance measurements; drawings; and Bridge Survey Reports. The consultant must perform the work in accordance with NBIS, SNBI, applicable AASHTO bridge-evaluation requirements, and New Jersey bridge-inspection policies. Deliverables include signed and sealed reports, underwater inspection reports, electronic working files and plans, CombIS uploads, CAD or Microsoft Visio drawings, load-rating models, and required hard copies. Proposals must demonstrate qualified project management and team-leader personnel, required NHI training, New Jersey professional-engineer qualifications, relevant NBIS experience, required software and equipment resources, team commitment, organization, project approach, and past performance. The technical proposal must include a three-page project-approach narrative and the required preference matrix in its original Microsoft Excel format.
