Description
The New Jersey Department of Human Services, Office of New Americans, is soliciting nonprofit or governmental entities to provide integrated Essential Case Management and Initial Employment Services for refugees and other ORR-eligible individuals throughout New Jersey. Services include intake and eligibility verification, Family Self-Sufficiency Plans, Individual Employability Plans, benefits and community-resource referrals, language access, job readiness and placement support, employer engagement, job retention, job upgrades, career-advancement referrals, documentation, and outcome reporting. Providers must deliver culturally and linguistically appropriate, trauma-informed services and coordinate with resettlement agencies, workforce partners, adult education providers, employers, healthcare providers, and other approved referral pathways. Both in-person and remote service delivery are permitted, with in-person access preferred where feasible. ONA anticipates multiple awards and up to $5,000,000 in total funding, with individual awards approximately ranging from $300,000 to $5,000,000. The anticipated service period runs through September 30, 2028, with up to three additional one-year renewal terms. Proposals must include a narrative, Excel budget and budget notes, required attachments, and appendices. The narrative is limited to 10 pages; the combined attachments and appendices are limited to 50 pages, except specified financial statements. Monthly cost per client must be between $125 and $170.
