Description
The New Jersey Department of Transportation is soliciting a technical proposal for a one-step, project-specific fixed-price agreement covering inspection of 21 state-owned nonredundant steel tension member bridges in Group F27C, including 21 NHPP bridges and one sign structure. Services include NBIS and SNBI-compliant inspections; hands-on NSTM inspections; routine, underwater, in-depth, special/interim, damage, scour-monitoring, and other directed inspections as applicable; load ratings; critical-finding notifications; bridge survey reports; drawings; inventory updates; quality control; and electronic and hard-copy deliverables. The proposal will be evaluated on project-manager and key-staff qualifications, relevant bridge-inspection experience, past performance, organization, project approach, and key issues and critical problems. Mandatory qualifications include applicable New Jersey professional engineering and bridge-inspection experience, specified NHI training, and NSTM-related training for the structural inspection team leader. The technical proposal must include a letter of transmittal, project preference matrix, resumes and supporting training documentation, organization chart, team commitment certification, project approach narrative, and other required certifications and proposal materials. The project approach narrative is limited to three pages and must address key issues, critical problems, viable solutions, and innovative concepts.
