Description
NJ Transit is soliciting proposals from qualified professional firms to create and manage its revenue-generating billboard advertising inventory. The selected contractor will receive exclusive management rights for billboard and other outdoor advertising structures located on NJ Transit rights-of-way, terminals, buildings, properties, and facilities. Responsibilities include licensing and contract administration, sales and revenue maximization, permitting coordination, compliance monitoring, digital inventory management, maintenance oversight, audits, billing and revenue reporting, and coordination with existing outdoor advertising companies. The contractor must also manage advertising content in accordance with NJ Transit standards and applicable New Jersey regulations, coordinate safety training and inspections, and ensure that applicable construction, maintenance, repair, and removal costs are not borne by NJ Transit. The contract is for five years with three additional option years. Proposals must include a completed revenue proposal, a mandatory irrevocable standby letter of credit, audited financial statements or comparable evidence of financial capability, technical and revenue proposals, and required certifications and utilization forms. The letter of credit must secure six months of the applicable minimum annual guarantee, and the proposal must demonstrate experience managing large outdoor advertising programs, including at least five years of similar experience and work with a transportation agency.
