The New Jersey Department of Children and Families, through its Children's System of Care, is seeking up to two providers to establish and operate five-bed, community-based Stabilization and Assessment Services programs for youth ages 11 through 17. Programs must serve youth statewide, operate 24 hours a day, seven days a week, and provide a homelike setting with accessible bedrooms and bathrooms. Services are intended for youth with complex trauma and significant behavioral or emotional health challenges who require short-term stabilization, close supervision, comprehensive assessment, therapeutic intervention, and transition planning. Required services include trauma-informed residential care; psychiatric, nursing, pediatric, nutritional, psychological, biopsychosocial, substance-use, and other specialized assessments; individual, family, and group therapy; medication management; crisis planning; structured recreational and skill-building activities; educational coordination; transportation as needed; family and system-partner collaboration; and transition planning. Providers must maintain required staffing, licensing, accreditation, Medicaid capability, documentation, quality-improvement, and reporting systems. Responses must include four separately labeled PDF submissions, including performance and staffing deliverables, organizational documentation, a proposed budget and implementation materials, and narrative responses. A respondent may alternatively request consideration based on an accepted response to the prior May 1, 2026, STAS RFP under the conditions stated in the solicitation.
