Description
The New Jersey Turnpike Authority is soliciting Expressions of Interest from prequalified professional engineering firms for Order for Professional Services No. T4224. The assignment covers final design engineering and environmental permitting, as necessary, to upgrade guide rails and end terminals at various locations on the New Jersey Turnpike under Contract T200.737, mileposts 98 to 104, and Contract T200.738, mileposts 94 to 98. The selected firm must evaluate existing guide rail and roadway features, perform supplemental surveying and field assessments, update GIS data, develop maintenance-and-protection-of-traffic plans, address utility conflicts, prepare construction documents and estimates, obtain required environmental permits, and provide construction engineering support. The work must meet current standards, including applicable MASH requirements and Authority design standards. The construction budget for each contract is estimated at $20 million to $25 million, although no professional-services award amount is stated. The firm must be prequalified under Profile Code A257, Roadside Safety Features, and have a current Professional Service Prequalification Questionnaire on file. The EOI is limited to 19 pages, with specified page, font, margin, and paper-size requirements. The Authority will evaluate submissions using eight weighted factors, including similar-project experience, personnel qualifications, technical approach, staffing, quality management, and participation goals.
