Description

Solano County is seeking one or more qualified providers to operate a low-barrier, Housing First, recovery-oriented interim housing program for adults and older adults age 18 and over experiencing homelessness, chronic homelessness, housing instability, or transition from institutional settings, with serious mental illness, substance use disorders, co-occurring disorders, or other complex needs. The program may provide up to 50 beds, with typical placements lasting approximately 90 to 120 days, and must provide stabilization, behavioral health coordination, housing navigation, care coordination, harm-reduction services, crisis prevention, peer support, and transition planning toward permanent housing. Providers must operate a 24-hour, seven-day-per-week residential program, maintain appropriate staffing and safety procedures, participate in the Coordinated Entry System, use the County-designated HMIS, and coordinate Medi-Cal Enhanced Care Management and Community Supports services. Optional enhancements include immediate-access nightly beds, accommodations for families, couples, pets or service animals, accessible shelter configurations, and secure personal-property storage. The County intends to award one or more 18-month contracts beginning on or about January 1, 2027, with an estimated cost not to exceed $1,800,000 per contract. The initial term may be renewed or extended for three additional one-year terms, subject to performance and funding. Proposals must include a program narrative, approach and management plan, staffing and training plan, work plan, key personnel qualifications, references, detailed budget, financial-resources documentation, and required certifications and declarations. The technical proposal is limited to 25 single-sided pages, excluding specified items such as the cover letter, resumes, financials, sample forms, and County forms.
